New Rent Payment System for Public Housing Residents Expected to Launch in June 2018

The Housing Authority of Baltimore City (HABC) is pleased to announce a “New Rent Payment System” for public housing residents. HABC will be working with Payment Vision and Fidelity Express to offer public housing residents easy to use and convenient rent payment methods. These methods will replace the lockbox system and Global Express.

The information below lists the NEW RENT PAYMENT methods:

  • HABC will introduce the new rent payment system at O'Donnell Heights, Perkins Homes, Douglass Homes and Somerset Extension, beginning on June 1, 2018.
  • The program is expected to begin at ALL public housing sites on July 1, 2018.
  • Starting on June 1, 2018, residents who live at O’Donnell Heights, Perkins Homes, Douglass Homes and Somerset Extension will be able to pay their rent for FREE by
  • phone
  • online using a smartphone, tablet or personal computer.
  • in person at participating Fidelity Express retailers.
  • It will be FREE to pay by phone, online or at a Fidelity Express retailer for residents who pay their rent between the 1st and 5th of each month in which rent is due. If residents pay their rent after the 6th of the month, they will also have to pay a transaction fee.
  • All payments will be credited to the residents’ accounts on the payment date, which will be shown on the payment receipt.
  • Residents who do NOT live at O’Donnell Heights, Perkins Homes, Douglass Homes and Somerset Extension should continue to mail their rent payments to the lockbox location before July 1, 2018.
