V2V Awards Five Distinct Properties for Redevelopment

Five long-vacant properties in communities from Johnston Square to Station North to Druid Hill Park are on the road to redevelopment, following awards to private developers by the Baltimore City Department of Housing & Community Development (DHCD). The department announced the awards of the city-owned properties as part of the ongoing Vacants to Value initiative.

Through the “Vacants to Value Surplus Sale,” DHCD carefully reviewed proposals from developers to revitalize long-vacant properties. Winning proposals included, among other projects: turning one of the city’s greatest assets – a swath of vacant land across from Druid Hill Park – into a mixed-use development including retail and residences; transforming the iconic Yellow Bowl restaurant building in Johnston Square into a modern eatery, with a rooftop garden, a teaching kitchen and recreational cooking classes; and leveraging significant private investment in the historic Harlem Park and Johnston Square communities to create new, mixed-income homes for current and future residents.

“It is my Administration’s goal to direct investment to all corners of the city and to create sustainable neighborhoods,” said Mayor Catherine E. Pugh. “I applaud all five development teams for taking initiative and having the vision to breathe new life into these vacant properties. By bringing them back to productive use, they are ultimately helping to expand retail and residential corridors that anchor healthy neighborhoods in Baltimore.”

In all, the winning bidders outlined development plans that are expected to generate more than $40 million in private-sector and other funding.

The winning proposals and awards are:

  • 400 and 600 E. Biddle Street, awarded to TRF Development Partners
  • 1500 and 1600 Edmondson Avenue, awarded to EwingCorp One, LLC
  • 1236 Greenmount Avenue, awarded to Chef Heather Smith, LLC
  • 825 Druid Park Lake Drive, awarded to Druid Park Lake Partners, LLC
  • 1812 Greenmount Avenue, awarded to SA+A Development

“Baltimore’s vacant properties offer enormous opportunities for revitalization. The properties we’ve awarded will attract significant new investment in some of the neighborhoods where renewed investment is needed most,” said DHCD Commissioner Michael Braverman. “Our partnerships with the developers of these projects promise to help transform communities and create valuable opportunities for residents and businesses.”

The Vacants to Value Surplus Sale is part of ongoing work theAdministration is doing to leverage investment throughout the city. Through strategic sale of city-owned properties, intensive code enforcement, and other interventions, Vacants to Value has led to the rehabilitation of more than 3,000 vacant buildings. Notable projects in the area include City Arts 2 and the Baltimore Design School. In all, Vacants to Value has directed more than $250 million of reinvestment into neighborhoods across the city.
