The Housing Authority is requesting Statements of Qualifications and Letters of Interest from experienced Development Entities to provide expertise in redevelopment of HABC property as well as vacant scattered site properties. HABC intends to select multiple development partners. The selected Development Partners will be part of a pool of developers from which HABC will procure more specific services as future development projects become further defined.

Likely development opportunities may include:

1. Develop affordable, and market rate homeownership units, including single lots, rowhouses, duplexes, and multi-unit building and condominiums.

2. Develop large scale mixed-income, mixed-finance, mixed use rental communities, that integrate public housing, project-based vouchers, low income housing tax credits (LIHTC), RAD and market rate units.

3. Serve as Housing Implementation Entity pursuant to HUD Choice Neighborhoods requirements.

4. Rehab of existing properties.

Respondents under this RFQ are expected to be able to provide master planning, development, construction and financing, and property management services once projects become available. Respondents should consider their organizational capacity, areas of expertise, prior development experience including the RAD program, CNI and/or HOPE VI, proposed building types, resident population, and current workloads when submitting proposals under this RFQ.

STATEMENTS OF QUALIFICATIONS WILL BE DUE no later than 2:00 p.m. Eastern Time on Tuesday, January 22, 2019.

A non-mandatory pre-proposal conference will be held on Wednesday, December 5, 2018, at 1:00 p.m., at 417 E. Fayette Street, Room 416, Baltimore, Maryland, 21202.

HABC has established a minimum goal of twenty percent (20%) of the total dollar amount of the proposed contract for Minority Business Enterprise (“MBE”) utilization, applicable to all minority and non-minority businesses proposing to provide the requested services as the prime contractor. No goal has been established for participation of Women-owned businesses (“WBEs”), however, HABC strongly encourages and affirmatively promotes the use of WBEs in all HABC contracts.

Responders shall also comply with all applicable requirements of Section 3 of the Housing and Urban Development Act of 1968, 12 U.S.C. Section 1701u.
